This may seem like an ignorant question, but...

Can netfilter/iptables be installed on any linux distro, provided that the
linux kernel is at least at 2.4?

Netfilter and IPtables are integrated in the Linux 2.4.x kernel series. They
are not distribution-specific.

Yes. As you can see, iptables is made up of two parts: the kernel
implementation, included in most 2.4 kernels (it can be omitted during
compilation but no dostro make that as far as I know) and the user-land
tools, the iptables command you surely know.
You can download the user-space tools from
www.iptables.org
and comile them. It's very easy.
