Netdiag NetBT test

I have a Windows Server 2003 DC on a mostly w2k dc
environment. The WINS server is 2k. When I run Netdiag
on the 2k3 server, I get a error during the NetBT test

It says either the workstation or messenger service is not
registered on a interface.

I looked at the WINS server, it does not show a messenger
entry for that server. How do I get one registered and
fix this problem? I would rather not input a static entry
unless I have no other choice.

First up, check that Netbios over TCP/IP is enabled on the interface. If
there is still nothing, check that the workstation and/or messenger service
is running on the DC.

It is enabled. The workstation service is running, the
messenger service is not. Should I enable it?

Most don't now-a-days. It serves no purpose other than to give spammers a
new way to get spam to your machine.
