Netdiag diagnosis question

What would cause my "Local Area Connection #2" to be listed ahead of "Local
Area Connection" ?

We have several servers (Dell Poweredge 2850's) and on occasion have noticed
that the network adapters seemed to be "flipped". For correct functionality,
connection #2 should be the second connection listed.

I've checked the network bindings and they look ok. I also read about how
the interface metric determines the first network adapter (Windows XP and
2000).

Both connections on the server are auto-negotiate 1000.
