Netconn.exe error

I am trying to setup ics between Win Me and a Win XP and
everytime I run the network setup wizard and go through
the steps at the end the error always comes up "netconn
has caused an error in netconn.exe. Netconn will now
close." The computer I am working on had a running ics
setup at one time. Does anyone know how to fix this or can
you point me to a article or how to? I haven't had any
luck finding anything on MS website. TIA
