Are you seeing netbios disabled on both domain controllers? If so, try a
resultant set of policy on your domain controllers to see if something is
turned off there. If NetBeui isn't even working on your local LAN I would
say some sort of policy is forcing NetBios to fail. Have you refreshed your
IP configuration after making changes (it should automatically, especially
after installing a protocol, just checking.)
