So, apparently the answer is no

Windows Server 2003 has NO messaging
capability. We want to be able to send messages to users from only certain
PCs specified with rights to do so, and send to Windows 2000 and Windows 98
PCs WITHOUT installing anything additional. Novell Client software could do
that. Apparently Microsoft didn't feel the need for that functionality.
Microsoft is the Borg. You must adapt (upgrade). They really don't want us
running Windows 2003 Server with Windows 98 PCs, but the company here does
not want to spend the money to upgrade everyone's OS. For now, we're just
sending emails and hoping everyone checks their email right away or uses the
Outlook notification popups.
I looked at the LanTalk and of course it is software you have to purchase.
I don't know if it does anything Winpopup doesn't do, but Winpopup is all
the functionality we need. We just want to be able to use that
functionality with something native to the networking software. Winpopup is
an additional program to install. We don't want to and shouldn't have to
install anything for this. We liked Novell better for certain things like
this, but we upgraded the server hardware and the big boss decided to switch
to all Microsoft.
