Needing help with Traffic Control monitor (tcmon.exe)

Hi all.

I've got a server 2003 box running, and I'm trying to get QoS traffic
shaping working on it. I've downloaded and installed the Windows Server
2003 resource kit tools application from Microsoft's website. I followed
some difficult to locate instructions for installing and using the traffic
control monitor. Executed the tcmon.bat file as instructed. Now, I can run
tcmon and view stats and general settings for all my network adapters. The
problem I have run into is, I cannot add a new flowspec. Everytime I try to
do so, tcmon gives me an error. The error message says, "failed to ad the
flow. Unknown error".

I tried installing it on one of my XP boxes and it works fine there.

Can someone help me get this application working on my server 2003 system
please?
