Need recommendation on VPN router

I've had a request to come up with a VPN router that can do the
following things:

1. Accept incoming connections from Windows built-in VPN clients.

2. Router has its own internal user database for VPN logins, with
the ability to easily add new VPN users and disable and/or
delete unwanted ones via web-based user interface.

3. Once the VPN connection is made, the external client is to be permitted
access only to a specific IP address (server) on the internal network.

I've been looking over the Sonicwall products, but it looks like they
require their own VPN client software to be installed. (I'm still looking
over the docs.) Anyone have recommendations for a router that has these
features? Thanks for any leads!

What about Draytek routers? Excellent cost/effect ratio and deeply
configurable.
