Need Custom App for Linux - Bandwidth shaping

Hello,
Could someone direct me to where I could get a simple custom app written for
Linux. I just need something to make bandwidth shaping on a wi-fi hotspot
easy to do. I have read that it's built into Linux, but I don't know enough
Linux. I guess I do want/need a developer. I would like a custom app to put
a nice GUI on the shaping app. (sorry I'm a windows User)

Hi,
I'm using a simple program shaperd. However it hasn't GUI. You have to edit
one file.
