Need to "Break" DNS to resolve for registration

I'm working on building a network registration system and
I need to break a windows DNS server so that it resolves
any name request to a single IP. I've done this before
with subdomains *.sub.dom.edu A 10.10.0.0. for example
but never for ANYTHING -

Has anyone done this, is it possible? Please reply here
