Have you tried Windows XP's built in features to do this?
If not, go to the "Wireless Networks" tab on the Wireless Network Connection
Properties dialog box for your WiFi cards.
Click on "Advanced" at the bottom of the page.
Select the "Any available network" radio button at the top of the Advanced
dialog and check the "Automatically connect to non-preferred networks" check
box.
Click okay a few times and you should be all set.
