NBT Remote Cache Naming Table and LMHosts

I have created an LMHosts file and after executing the
command nbtstat -R I received the message about a
successful purge and preload. However, when I do nbtstat -
c it indicates that there are no host names in the NBT
Remote Cache Naming Table. This is for an install of 98
Upgrade. I have done this many times with this same
LMHost file and never had this problem.
