NAT on only 1 NIC

In Linux we can bind public and private IP address on 1 NIC,
then use iptables to do NAT on the same NIC.

Can we achieve that in Windows using ICS or RRAS?

With only one NIC? Yes but you'll need a modem in the machine though. :-)
The wizard will prompt for a demand-dial interface (modem) at the completion
of the NAT setup wizard. And if you don't have a modem, and truly only one
NIC, then I'm afraid you cannot do NAT or ICS.

Are you talking about the loopback (in linux we call it lo). Then you need
to install it. it's called Microsoft Loopback adapter.
