n-CASE error message

I cannot run Explorer on Windows ME. Occasionally I get a
message saying that n-CASE has been removed by a 3rd
party and will cause some of my programs not to run. I
have tried system restore(won't work), spyware nuker and
norton antivirus and still cannot fix. Help
