1) Regardless of how you have have Internet access, you can easily share
your WIFI connection. The site below provide antennas, etc.. to extend your
wireless network to your neighbors. If your house is in the middle of the
neighborhood, then I would recommend installing a 15dBi omni directional
antenna on your roof (assuming your have light of sight to all your
neighbors).

2) How far away are you from your neighbors? Do you have to cross the
street? It might be cheaper and more reliable for you to run a coax cable
to your neighbors'
3) If you're using a router, you don't really need ICS. The router does
the job of sharing the Internet connection, so why bother with ICS?
Actually, after re-reading your post, I see you have a USB satellite modem
so that's the reason for ICS. Why not go with and Ethernet modem so that
the Internet sharing is independent of your computer being on or off? By
using ICS you're needlessly complicating your internet sharing and your LAN
configuration.
4) Yes, it's legal for you to share your broadband -- there are no laws
against that. But you maybe violating your agreement with the service
provider and they may seek redress (i.e. cut you off).
5) You can broadcast 2.4GHz without a license. The power at which you're
broadcasting is however regulated. I believe that FCC regulations simply
require that you not interfere with licensed broadcasts. If you live in a
rural area, you should be OK.
6) Another option. If there is DSL 1/2km away, why not ask one of those
neighbors to subscribe to DSL then you can run your own cable from there
(through the backyards if that's possible)
