My server is constantly polling IP Addresses

My SBS2003 server is sending out requests for every possible IP address/port.
SNMP is not installed and I have stopped all applications that are stoppable
to try to find the requestor without success. On restart it starts polling
at 192.168.1.1 and continues. This is generating alot of network traffic
that can be seen with the Network Monitor. I have unsuccessfully spent 6
hours trying to find the cause and shut it off. HELP...

Following is a line from the network monitor. These are being generated at
a rate of 100 to 200 per second. I notated the MAC addresses with <<<<<--
