My MN-500 is blocking the IPSec port (500)

My MN-500 firewall is blocking some of the IPSec packets
when I try to establish a VPN tunnel. When I look in the
security log for the MN-500 it shows that WAN packets on
port 500 are being dropped.

2004/08/21 21:37:28 Connection attempt to base station
from WAN blocked -- src:<XXX.XXX.XXX.XXX:500>
dst:<XX.XXX.XXX.XXX:500>

The documentation says that it allows IPSec Pass
through. What am I missing?
