My Computer doesn't see other computers on my local network

I installed windows 98se on my computer and on my local
network server but my computer doesn't see any computer in
the local network neither does any other computer see it
in my local network.
I connected to the internet using my local network and my
computer is browsing fine ( though it can't access any
computer in local network neither does any other computer
see it).
I don't know if you can help me, I've tried all the
Troubleshooting tips in Win98se troubleshooting help.

Check that you are loading the correct driver for the NIC. Look in
Device Manager then look in the network neighbourhood
properties/adapter. Now check that all machines on the network are using
the same protocol.

Put your computers on the same workgroup and give them unique names.
