It depends. Some routers make limit just one connection (see below link). In you case, you may want to do site to site VPN.

I am currently running a windows 2003 SBS and our company is going to
open a remote office and they want users to vpn into the server at the
HQ.
My problem is that they want to have more than 1 user logged in at the
same time from that site.
I have got a vpn setup for multiple users to enable them to work from
home but I seem to remember that there is a problem with having
multiple users simultaneously trying to login via vpn from a single
