Multiple Users Opening Same File

In Office an alert will appear saying that someone has this file open. Is
there a setting on Server 2003 that I can put that will make this prompt
appear for all file types, in particular, PDFs?

No, because it does not matter with PDFs.

This functionality has to be supported within the application. What
application are you using to open/edit PDFs? Are you editing them, or just
opening them for viewing?
