Multiple modems - Windows Server 2003

I am trying to set up a dial-up server with Windows Server
2003. I have 2 PCI modems installed in the machine.

Both modems are installed and working correctly until I
try adding them as ports in Routing and Remote Access or
setting them up as Incomming Connections in My Network
Places. The first modem (regardless of which one I pick)
works fine but the second one indicates that the port
could not be opened.
