Here is an exerpt from the description of a 3rd party
program called Rain Connect. I assume that this product
is available because these capabilities AREN'T built into
Server 2003, or are they just saying theirs is better?

highly available Internet connections and dynamic load
balancing across multiple links for ISA Server; hides the
complexity of the corresponding management and translation
of multiple address spaces

Internet access by constantly monitoring ISP connection
status and instantly shifting traffic when a connection
failure is detected; eliminates connection drops from
impacting Internet and VPN traffic
- Increased Access Speed: Intelligently distributes
traffic among ISP connections to maximize performance and
avoid bottlenecks
- High Security: Provides the option to install directly
on ISA Server
- Reduced Access Costs: Allows organizations to replace an

connection costs and utilization

So... Can you do any of this just with Server 2003?

If what it means is that the RainConnector does not
club the multiple internet connections and the total of
the bandwidht can be available as a single IP address
then the rest of things mentioned are possible with
win 2003 server, but you will have to lots of configuration.

The part - "instantly shifting traffic when a connection
failure is detected; eliminates connection drops from
impacting Internet and VPN traffic"
Important is VPN Traffice here, and if they mean incoming traffic
over VPN is not also affected, then ..well it mostly is like
clubbing multiple internet connection and making it available
over a single IP.. this is not possible with win 2003.
