multiple IP same IF routing problem

This has probably been discussed before, but seems to be hard to find answers
for.
Windows Server, Single physical IF, multiple IP's.
When UDP packet comes in on VIP, response goes out on primary IP. Tried
adding route statement to route to dest IP to VIP IP, but does not work.
Anyone else have a solution?

It will always be the primary IP.
