msnp32.dll/can't find/MSnetwork?

I have a friend that has a computer
error comes up
system cannot find the file specified
msnp32.dll. some or all the following feature is not
available,
microsoft network?

I have extracted (msnp32.dll) it too the system32 then tried the system
folder with no luck, tried reinstalling dial up networking also and the vpn
