msnp.dll and no network neighborhood

I was setting up a network with my two computers running
Win 98 and went through all of the procedure to set the
ethernet card up etc. When I did a restart on one of the
machines, it came up with a message that it could not find
the msnp.dll and that microsoft networking might not work.
Also the desktop does not have a network neighborhood icon
as the other computer does. I had no problem on the one
computer. What can I do to resolve both of these problems?
