MPREXE not responding

We are experiencing Windows 98 machines having problems
signing onto our network. They are receiving MPREXE not
responding in the task manager. We have released and
renewed the IP addresses and they are able to sign onto
the network. However when the system powers down and is
brought back up the process starts all over again. The
addresses on the machines are not static addresses. What
else could be the problem?

We have done what the microsoft solution said to do and it
seems to be only one scope that seems to not let them in
once we renew their IP and receive an IP on a different
scope they are ok. However when they reboot their system
they rec the old IP off the bad scope again.
