Moving from tacplus to Windows Cisco Secure

I recently solved an authorization problem in a lab using tacplus. What I
did was "default service = permit" for a specific set of users.

My question is how do I do this in the windows version (3.x or 4) of Cisco
Secure? I've tried rtfm but it seems to be a completely different product.
I thought this should be a trivial task?

Any suggestions?
