I am going to be moving a GC server. However I have not found any docs on the
proper way to do this. Can anyone gave him an article number or tell me how
to do these the proper way.

Look here:

Active Directory Sites and Services tool: in "Administrative Tools"

You can move a GC or add another one (it's OK to have more than one GC -- in
fact, in a large forest/domain, this is helpful)
