I'd leave them right where they are. I would not want to lose the ability to
get addresses due to some unrelated "cluster problem". DHCP makes up part
of the network infastructure and it should be kept simple so there is the
least amount of possible things that can go wrong. Two identically
configured DHCP Server with the addresses split using the Exclusions is a
very good way to do it.
Here is a link for migrating DHCP. I'm sure there are others. Using "DHCP"
and "migrate" in the search on MS's sites should turn up plenty of stuff.
