How to move ethernet card to 0 ethernet

I have a windows 98 machine that has a modem and network
card. When you run ipconfig /all you see that the ppp
adapter is 0 ethernet adapter and the network card is 1
Ethernet adapter. I am trying to find a way to change
this. I need the ethernet card to be 0. Is there a way
to do this?

Why do you need the ethernet adapter to be interface #0?
