Move a DHCP Server

We are looking to move our DHCP server from one server to another, since
both servers are involved is it really necessary to go into "Directory
Services Restore Mode" to import the database.

Both servers are at Windows 2003 R2 Standard

That kind of depends on how many scopes, superscopes, scope options, and
reservations you have set up. If you have just a straighforward DHCP set up
with nothing fancy then its not a big deal to just move the DHCP server
without the process of backing up and restoring it from the directory.
