If you're running Windows 200X Server you can run Network Monitor. You can
also run Microsoft System Management Server (SMS). You can also accomplish
the task with (ISA).

I built up a machine that I specifically use for sniffing, monitoring, and
troubleshooting the LAN using Ethereal. It's an open source traffic and
capture sniffer.

I've also used Windump a Windows port of the *nix TcpDump command. (It's
also open source.)

There are a few other commerical sniffer and capture programs, but this list
should get you started.
