At one point I issued proxy settings using the following GPO hive:

<User Configuration>
<Windows Settings>
<Internet Explorer Maintenance>
<Connection>
<Proxy Settings>

Recently I've edited this location and unchecked the "Enable Proxy Settings"
checkbox. However my clients are continuing to recieve the old proxy
settings.

This GPO is applied to the highest level OU in our AD (called "lcm") under
our domain object.
I've checked all the GPOs of lcm's child OUs none of which modify this
setting.

How do I stop issuing the proxy settings once I've started?

The IE maintenance GPO extension is notoriously buggy. This is pretty
typical of things that happen with it. I think you might need to clear the
registry key with a logon script. Then in the future when you want to set
the proxy use a custom ADM.

If you don't know how to do this, then post of the forum on the gpoguy.com
site and I'm sure someone would help you out with one.

Cheers,
Jeremy.
