If you're using Windows XP check out C:\Program Files\Windows NT\dialer.exe

I know for sure it is on XP Pro, not sure if it's on XP Home, and I'm pretty
sure its on Windows 2000

Not all modems support this -- you need a modem with
voice support

If what you want is to call over the Internet to a phone,
run Windows or MSN Messenger, or do a search for VoIP.

connect to the Net via ADSL and I want to use my analog modem as a phone
instead of using a actual phone

Plug the phone to my internal modem
plug in the mic and speaker
fireup dial.exe
dial the number
the other party picks up the phone
cannot hear me but I can hear the other party
what's next?

any recommendations for a mic that works?

Sorry, I lost track of this one.

Go to Edit->Options->Audio/Video

For Line set to Phone Calls
For audio record select your sound card
For Audio playback select your modem or sound card

Device used for calling
Line = Phone calls
Audio record = No devices detected
Audio playback = No devices detected
Video recording = No devices detected

what else can I try?

Sorry, I'm out of ideas,

Dumb question...You do have a soud card, right?

Other than that my only guess would be that maybe your hardware isn't
capable of making the phone call.
