Many routers have a serial port which will run a dial up modem. I ran
that way for over a year and a half at work using a DLink DI-704, until
ADSL become available. Some come with internal dial up modems. Then you
let the modem provide internet access instead of ICS.

Get a wired/wireless NAT router and let it be the gateway device for the
LAN and WAN.

You can get Draytek Vigor 2600W modem/router/wifi which will let you use
ISDN access (as well as ADSL which you can connect up later).
Draytek 2600 series is highly recommended and with all the features, alas
not cheap
