Yes, that's probably blocking access to your system, and the report thereof.
And yes, there are "bad people" on the Internet, plus a myriad of infectious
things floating around just looking for a loophole in someone's system so
they can regenerate and launch additional attacks. Take a look at the
information at
www.microsoft.com/security.
If you doubt the security of your system, go to google.com and search for
security checks or port scans. There are a lot of web sites - reputable -
which will give you a report for free.
