I need to open all ports for a specified program, is that
possible, if so how do I do that.

Put the computer in the DMZ. But only while you are running the
program as this puts it at risk and leaves it totally unprotected. I
don't think that any program is worth that kind of risk, but if you
are determined to do this, use the DMZ rather than exposing ALL
computers --
