MN-720 & Westell 2200 modem setup

What is the best way to setup the MN-720 router with Westell 2200 OEM dsl
router provided by Verizon?

The problem I have is that I must always turn on the DSL router first and
then wait to turn on the MN-720 until the DSL modem is up on the network.
This takes about 45 secs to happen. If I don't do this and turn on both
units at the same time the router never see the dsl router as ready. I know
I can keep the units both on but I would rather turn them off. They are not
needed all day when no one is around to use them.

I have changed the router to bridged mode but the same happens.

You really need to keep both units on 24/7. That's how they are designed.
Don't think you'll ever get past a wait period if you keep turning them off.
