MN-700 - Cannot Access Base Management / Setup

I cannot access the "Base Management Tool.." under the
tools menu and when I click on "Setup Wizard" nothing
happens.

Sofware seemed to install fine, and I get the "Microsoft
Broadband Network Utility" screen / icon in the tray.

I just cant configure or do a set-up. This modem was set-
up previously on this system, but I got new hardware and
wiped the drive and did a fresh install on a formatted
drive.

Any help would be greatly appreciated.

I have already tried unplugging the router for 5+ minutes
as well.

The router stores the connection information inside itself. So you
don't need to reprogram or reconfigure the router.

I would still like to be able to access the settings
though.

I can't even get to them via my web browser. I get
gateway timeouts. I can browse the web fine, just cant
connect to the router.

if you have a wireless connection, just open your browser
and go to 192.168.2.1. If you don't have wireless
connection, hook up a wired computer and do the same as
above. This will always take you to the base station mgt
tool

Try locating your computer's workgroup name, and checking
it for illegal characters as described in this support
article:

Then try restarting the Setup Wizard.
