If I have two computers using the same access point, one has an 802.11G card
the other has a "B" card in it. Will the entire network speed default to
the 11Mbps of the "B"card?

No. If the router supports G and B, the G card will negotiate a 54 mbps
rate, and the B card will negotiate an 11 mbps rate. So long as your
computers don't generate much traffic, they will each continue to run at
different rates.

But, the G adapter will not actually sustain a 54 mbps rate, because if it
is in the presence of a B host (a hybrid network) it should generate RTS
messages for the B host, at the B host's lower bitrate, to reserve the
nework for each full-rate G transmission. This reduces the peak real bitrate
for the G host.

If both hosts move significant amounts of data, the B host's lower bitrates
and longer delivery times will cause the G host to negotiate its bitrate
downward to 12 mbps or less.

No, it wont default the whole network down to 11b
Having said that, check compatibilty of your AP, i am aware that some AP has
problem working with 11b & 11g simultaneuosly. It being reported that while
connecting with 11g device then switch 11b device on the 11g device grind to
almost a halt (even though advertise as being interoperable). Manufacturer
claim these issues are sofware/firmware and can/will be solve through
upgrade.
