missing licensing files

Hi,
I reset licensing on our domain by stopping license logging service on the
site licensing server, deleting cpl.cfg, llsuser.lls and llsmap.lls and
restarting the license logging service. Now I cannot add any new license. I
get "You do not have the appropriate access pivileges to complete this
operation." I am logged in as domain administrator. When I searched the
drive, I notice that the licensing files are missing even after I restarting
the license logging service. Any suggestions? Thank you. C
