Missing adapter in network components

It started out as an error saying that the microsoft dial
up adapter is missing and needs to be reinstalled. In the
network settings there is no dial up adapter. After
clicking add that ability to add an adapter is missing.
Is this a system file issue or something else? Can anyone
help?

You add the Dial Up Adapter using Control Panel | Add/Remove Programs |
Windows Setup | Communications | Details and checking Dial Up Adapter and then
clicking OK and OK. If it appears as already being installed then uncheck
Dial Up Adapter and OK, OK out and then return and add it back again.
