Migrating the USER accounts (and passwords) from one Windows server to another: Web Hosting server

Gurus,

Does anyone know how to migrate the USER accounts (and passwords) from one
Windows 2003 server to another Windows server? We are migrating a lot of web
site from one stand-alone Windows 2003 server to another (probably to
Windows Server 2008) and while the web site migration will be relatively
easy, these web site have a corresponding FTP site which uses an account
with the same name as the site to log into the server to upload files to
their own web directory. Obviously, when I cut the sites over to the new
server, I still want my users to be able to upload data to their sites
seamlessly. Thoughts?
