Migrating IAS from Windows 2000 to Windows 2003

I have the service installed in a server with windows 2000 server, and now i
need to install a new server with windows 2003 server. The server doesn't
belong to a domain.
Also, I must migrate the local users with their passwors to the new one.
Could you send me a web reference or kb article wich explains this
procedure?, i have searched the web but i didn't find anything useful.
