migrate part of DHCP scopes in Windows 2003 to Windows 2000

I need to migrate part of DHCP scopes in Windows 2003 to Windows 2000 due to
there are too many scopes in current Windows 2003 servers. By sharing the
load then I planned to move part of the scopes to current Windows 2000. DHCP
exim doesn't support on Windows 2003 and I cannot use netsh to import in
Windows 2000 which the DHCP scope export from Windows 2003 with netsh
command. Anybody can help?

I am not sure if it is supported to go from DHCP in Windows Server 2003 back
down to Win 2000 as the database structure is slightly different (extended
features in 2003) would munge the export of the entire database for use in
2000.
