What does this do?

It appeared in the Network Adapters section for Win98SE
after I installed an older webcam on my system. The
original cam did not cause this to appear, however its
older model (which is compatible with the current cam's
installed software) caused this to show up on the next
reboot.

Could not find anything in the KB.
