Microsoft Networking protocol number 0. Error 254.

I just upgraded my laptop from Windows 95 4.00.950 b to
Windows 98 second edition. I did this because I was
having difficulty with a installing a Belkin ethernet
card, which I have since decided to take back, in the
laptop. However, before I upgrade to 98 Second Edition
and now afterwards, I get an Error Message at startup
that reads:

Microsoft Networking
The following error occurred while loading protocol
number 0. Error 254.

Does anyone have any idea what this relates to and how to
