Microsoft FrontPage 98 installation upset

To anyone who can assist. - I thank you for your help.
My problem:
For years I have been using hypertext language to do
my various websites - and also to put things on auction.
I have a nonprofit and all sales of artworks is for
assisting battered women and their children. However,
my sites though rather generic I needed to come up with
another site for trading art for grants or donations.
So I remembered I had purchased Microsoft Front Page 98
and so I thought,last night I would use that and come up
with a better web site. So I downloaded the site and
then when I went to my photos it had a different picture
instead of the one used by Adobe. I also had to use
Microsoft ways of improving, enhancing and color
correction of the photos, etc. I know nothing about
this software but also found it inferior to what I am
used to doing.

So I immediately deleted all of the Microsoft Front Page
and I must have done something wrong -- I am not that
computer knowledgeable - but I get by.

PROBLEM: I cannot upload any of the photos.
The reply that is given is "imgcomp.exe" is not available.
When I went into my deleted files, I could not locate it
so -- what can I do. I reloaded Adobe Elements and the
problem persists. I also tried to reload the former
Adobe product which is Adobe Photoshop 4.OLE and I cannot.
It is either too obsolete or something.

After this post I will go to Adobe and see what I can do
on their end.

If anyone can help me, I thank you and am very grateful.
