Metadata not available for viewing on network drives

We have Server 2003 for our servers and XP for workstations. When we do a
FILE ~ PROPERTIES ~ SUMMARY we can enter "COMMENTS:" for any file, and when
that file is located on a local hard drive of a workstation the "COMMENTS:"
data gets displayed by holding the mouse over the file in Windows Explorer.

But on network drives, even though you can enter data in the "COMMENTS:"
box, it doesn't show up when you position the mouse over the file in Windows
Explorer.

How can we make this metadata available for viewing on network drives? (We
specifically want the metadata to be seen while holding the mouse over a
filename).
