You're talking two different things here. If you want to monitor the amount
of traffic crossing interfaces, look at something like MRTG/PRTG or login
and look at the interface utilization on the routers. Tracert show you the
latency between two machines. The only time latency is affected by
utilization is when utilization is very close or at 100% for a sustained
period.
